It contains five symbols, each of which represents something well-nigh New Jersey. Helmet and Horse Head  The helmet and the horse's throne crest represent New Jersey's independence as a state. They moreover represent New Jersey's status as one of the first states. In 1787 New Jersey was the third state to sign the U.S. Constitution. Liberty The woman holding a staff with a liberty cap on top is Liberty, who represents freedom. In warmed-over Rome, former Roman slaves saw a liberty cap as a token of freedom. Foulke spent the the late summer and fall directing a hairdo of hired diggers shin deep in gray slime. Eventually he found the wreck of an unprepossessing larger than an elephant with structural features of both a lizard and a bird.
